What is this? I don't understand what is Silver II. I wrote /wep stubby and appear this, but if an unregister player join in the server he have stubby

And yes stubby is given with some skins without achieving Silver II badge.
If you want to spawn with stubby disable your spawnweps.For disabling spawnwep use /delspawnwep command in server.
